Libya: Q&A on an International Commission of Inquiry

Human Rights Watch has documented a steady deterioration in the human rights and humanitarian situation in Libya since the beginning of 2019. Insufficient domestic and international efforts to ensure a measure of accountability for past and ongoing serious crimes in Libya have emboldened actors engaged in the armed conflict to commit violations and abuses with impunity.
