US: Global Human Rights Hit by Brutal Terror Groups & Stifling Authorities

The State Department’s 2015 human rights report points to a global governance crisis, citing brutality committed by terror groups, and civil society stifled by authorities as key problems around the globe.  But the report also noted signs of progress.  VOA State Department correspondent Nike Ching has the story.
