UN rights chief calls opening of office to monitor issues in DPR Korea a ‘breakthrough’

The United Nations High Commissioner for Human Rights, Zeid Ra’ad Al Hussein, today called the opening in Seoul, Republic of Korea, of an office to work on human rights issues in the Democratic People’s Republic of Korea (DPRK) a “breakthrough that would have been unthinkable only a few years ago.”
