India's Singh to Step Down after Election

India's prime minister has announced that he will step down after elections later this year. Manmohan Singh said Friday that he will hand over power to a new prime minister after the upcoming election, even if his Congress party wins. Analysts think the Congress party is not likely to win the 2014 ballot. Singh made the announcement at his first full news conference in three years.
