Statement on Guiding Principles, CCW meeting on lethal autonomous weapons systems

Thank you, Mr. Chairman. We appreciate the discussions that you have led this week and the efforts to bring more substance to the debate and to identify points of convergence. We believe, however, that the agenda for this afternoon raises a procedural concern. Discussing the guiding principles instead of the range of proposals for the way ahead has the potential to prejudice the debate. In our view, there is no consensus that the guiding principles are the best path forward.
