Black Market Vending in New York City

There are some 20,000 street vendors in New York City, and 90 percent of them are immigrants. Black market operations are the norm because there are too few permits to satisfy the marketplace. Those who support or oppose street vending agree on one thing: the system is broken. VOA’s Bernard Shusman reports.
