SAMOA, Ghana, 2012: The situation at Samoa School in Ghana has been steadily declining over the years. In 10 years, only one student had passed the Basic Education Certificate Examination (BECE), the nation-wide final exam for Junior Secondary School. The school recorded a 100% fail rate from 2000 to 2009.
