The following are Human Rights Watch’s comments in response to the US Department of Homeland Security (DHS) and US Citizenship and Immigration Services (USCIS) proposed rule, “Inadmissibility on Public Charge Grounds,” published October 10, 2018 (DHS Docket NO.
