At Least 21 Killed in Chinese Blast

A blast at a Chinese power plant has killed at least 21 people and injured five, according to state media. Officials say the high-pressure steam pipe explosion happened in Dangyang in the central province of Hubei. The explosion Thursday is the latest in a string of industrial accidents that have plagued the country.  An investigation is under way in the latest deadly incident. China has been dogged for years by its lax industrial standards, but has vowed to make improvements.
