Blast Rocks Turkey's Capital, at Least 28 Killed

Turkish officials say at least 28 people have been killed and 61 others wounded in a car bomb explosion in the capital, Ankara.   The blast occurred as a convoy of military buses passed by, a few hundred meters from military headquarters. Police are investigating the incident. A Turkish government official said the attack had been well planned but had no immediate information on who carried it out.
