China to Resume IPOs as it Winds Down Emergency Measures

China's securities regulator says it will lift a moratorium on initial public stock offerings as it winds down emergency measures imposed to stop a market plunge that began in June. The official Xinhua News Agency and financial news outlets said a spokesman for the China Securities Regulatory Commission, Deng Ge, announced the move Friday.
