US to Raise Quotas for Refugees in FY 2016, Allow 10,000 Syrians

U.S. Secretary of State John Kerry said the United States will resettle at least 85,000 refugees in fiscal 2016, which begins October 1, including a minimum of 10,000 Syrians.
