Afghan Candidate Alleges Fraud, Calls for End to Vote-Counting

Afghan presidential candidate Abdullah Abdullah called for a halt to vote-counting from Saturday's runoff election because of fraud allegations, raising the possibility of a political crisis during the country's first democratic transition of power.
