Police in India's West Bengal state say 13 men have been arrested as suspects in the gang rape of a young woman, allegedly acting on orders of the local village council.A local police official said Thursday that woman told police that the Subalpur village council ordered her earlier this week to pay a fine for having an affair with a man of a different religion.
