Ugandan Officials: M23 Commander, 1,500 Rebels in Ugandan Custody

Ugandan military officials say at least 1,500 fighters from a rebel group in the neighboring Democratic Republic of Congo have surrendered, while the group's top commander is in Ugandan custody. The officials say Ugandan forces are holding M23 commander Sultani Makenga along with his fighters.  There are conflicting media reports on whether Makenga has formally surrendered or is under arrest.
