Analysis of the Draft Elements of a Political Declaration on the Use of Explosive Weapons in Populated Areas

Human Rights Watch and Harvard Law School’s International Human Rights Clinic (IHRC) welcome the draft circulated by Ireland on the elements of a forthcoming political declaration “to ensure the protection of civilians from humanitarian harm arising from the use of explosive weapons in populated areas” (often referred to as EWIPA).
