Ils étaient pris en charge par les services sociaux en France, hébergés et en voie d'intégration. Mais en changeant de département (une formalité) un nombre croissant de mineurs isolés étrangers, notamment africains, ont été réexaminés et déclarés majeurs, début d'une fulgurante descente aux enfers.
