ROUGH CUT (NO REPORTER NARRATION) Toronto Mayor Rob Ford danced to Bob Marley's "One Love" on the floor of Toronto City Council chambers on Tuesday. Ford, in a rare moment of joy in the chambers, was joined in harmony with the city council as the jazz group Jay Douglas and the All-Stars performed Bob Marley's' iconic song. The city council has struggled to make it through its agenda in recent weeks after Ford admitted to smoking crack cocaine while in office. Elected in 2010 on a cost-cutting platform, Ford has been able to maintain strong voter support in his suburban base even as scandal around his personal life has escalated. But while Ford's popular support has held strong, his once rock-solid supporters at City Hall have wavered.
