Le nouveau gouvernement du président Calderón et le Congrès ont l’occasion d’insuffler un véritable changement. La justice pénale y est marquée par de graves défaillances . Les organes chargés de l’application des lois et le système judiciaire ne protègent pas la population contre les atteintes aux droits humains, et les responsables sont rarement traduits en justice.
