Les médias affirment souvent que les États-Unis ont pratiquement donné leur feu vert à l'invasion du Koweït en 1990. On dit que Saddam Hussein a mené des consultations avec l'ambassadrice des États-Unis en Irak April Glaspie à la veille de la guerre et que Mme Glaspie a déclaré que son pays ne s'intéressait pas aux conflits arabes tels que le différend frontalier entre l'Irak et le Koweït. Le conflit frontalier a pourtant dégénéré en guerre. C'était le début de la fin pour Saddam Hussein. Il est devenu l'ennemi numéro un pour Washington.
