Oslo (Norway) - Police estimate 84 people were killed at a youth camp in addition to the seven people killed after a bomb hit the government headquarters in Oslo.

A gunman opened fire at the party's youth camp outside the capital city, shooting several people. A man dressed in police uniform started shooting at people -- mostly teenagers -- who were gathered for the party's annual youth camp. 84 people have been killed in that shooting.

One man has been arrested. Police say he has no ties with Islamist terrorists. He has been identified as Anders Behring Breivik.

U.S. President Barack Obama condemned the attacks and expressed his condolences for the loss of life.

U.N. Secretary-General Ban Ki-moon said he was shocked by the attacks and said the United Nations stands with the people of Norway.
