Rwanda Needs to Take Torture Seriously

Rwanda’s military has routinely unlawfully detained and tortured detainees with beatings, asphyxiations, mock executions and electric shocks. On December 6, the UN Committee Against Torture released its concluding observations after a routine review of the situation in Rwanda.
