US Embraces Cluster Munitions

Expand Cambodian Youen Sam En participated in the Dublin negotiations of the 2008 Convention on Cluster Munitions. He lost his eyesight and both hands when an submunition exploded while he was searching for scrap metal on 12 April 2004 near his house in Kratie on Cambodia's border with Laos.
