Hungarian PM Calls for Constitutional Change Despite Failed Ballot

Despite the failure of Hungary's controversial migrant referendum because of low voter turnout, Hungarian Prime Minister Victor Orban has declared the measure an "overwhelming victory" and has proposed Hungary change its constitution to include strict migration policies.
