Londoners woke up Thursday morning to a strong police presence on streets throughout the city after a man stabbed a woman to death and wounded five other people in what police believe could be a terrorist act. Police arrested a 19-year-old man in Russell Square, near the University of London, after incapacitating him with a Taser shock.
