Carter Explains New Anti-IS Strategy to Skeptical US Lawmakers

The Obama administration says it will boost efforts to oust Islamic State fighters from critical cities in Syria and Iraq, restructure a failed training program for moderate Syrian forces, and conduct more raids against extremist targets.
