NSA phone data collection is ruled illegal

The 2nd Circuit Court of Appeals ruled May 7th that the NSA's program for collecting metadata from billions of citizens' phone calls was illegal, though it didn't raise the question of constitutionality. It's the first time a court has voted on the merits of the surveillance program.
