What Determines Who is Really a Refugee?

The flood of unaccompanied Central American children into the United States has given rise to a debate over whether or not they can stay, and that will largely depend on whether they are classified as refugees. But what exactly determines refugee status? VOA United Nations correspondent Margaret Besheer asks the experts.
