Ugandan President Yoweri Museveni has signed a bill that imposes harsh new penalties for homosexuality.Amnesty International quickly denounced the new law as "deeply offensive piece of legislation" and a "giant step backwards" for Uganda. At the event where he signed the bill Monday, the Ugandan presisdent asserted that studies show homosexuality to be a choice, not a genetic trait.
