Congress Approves Plan to Reopen Government, Raise Debt Ceiling

The U.S. Congress has approved a last-minute compromise to reopen the federal government and raise the debt ceiling to avoid a potential U.S. debt default. Representatives approved the plan late Wednesday by a vote of 285 to 144 after it was approved by the Senate by a vote of 81 to 18.
