Snowfall brings misery and mirth

A quarter of a million alpacas have died from starvation, unable to get to the grass beneath the thick icy cold blanket. We've been trying to get there for three days and haven't been able to." Peru's president has declared an emergency in nine provinces in the Puno region. On Tuesday he delivered aid personally to residents and promised more was on the way. Bolivia's also suffering. Heavy snows have blocked roads, stranded vehicles and brought down power lines in some areas. There too authorities say thousands of farm animals are cut off without fodder and many have died.
