Syria: Civilians must be spared

The ICRC has issued an urgent plea to the warring parties to spare civilians. More than two years after the onset of the crisis, the situation remains catastrophic. Robert Mardini, the ICRC's head of operations for the Near and Middle East, describes the disaster that is unfolding for hundreds of thousands of Syrians and explains the ICRC's response.
