A poverty tour for Biden in Brazil

ROUGH CUT (NO REPORTER NARRATION) STORY: U.S. Vice President Joe Biden commended Brazil's progress combating the social ills of poverty, but said the country still "has a long way to go," during a tour of one of Rio de Janeiro's slum neighborhoods on Thursday. Biden's tour of Santa Marta, one of Rio's smaller slum neighborhoods located in the affluent Botafogo neighborhood, was part of his three-day visit to Brazil. Santa Marta was the first Rio slum to be pacified nearly five years ago. Under the so-called "pacification" program, Rio authorities take control of the slums away from criminals or drug traffickers and hand it over to specially trained community police while providing services such as health centers, electricity and access to television. The aim has been to foster social inclusion and give the city's one million or more slum residents a bigger stake in Brazil's robust economy. Biden complimented the strides Rio has made thus far.
