Congo back in charge of Goma

Congo's government re-establishes control over the eastern city of Goma. The airport reopens. Goma sits on the border with Rwanda. Its capture by M23 rebels triggered an international diplomatic scramble to head off any escalation of violence. Under a deal brokered by Uganda, Kinshasa agreed to talks. Now negotiations between the government and eastern rebels are expected to take place this week. Congolese Interior Minister Richard Muyej: (SOUNDBITE) (French) CONGOLESE INTERIOR MINISTER, RICHARD MUYEJ, SAYING: "I would like to make something clear. If we agreed to negotiate, it's not a sign of weakness. We are in the middle of reforms. We would like a modern state with modern infrastructure, with a modern army and a police force, which serves our people, its whole process." The Great Lakes area in the eastern part of the country has been the scene of multiple uprisings and invasions over the past two decades.
