Nepal's weak government comes under scrutiny

Nepal's long-stalled peace process is resulting in weak government institutions that are unable to make proper use of funds. International donors have been accused of turning a blind eye to the scale of the problem. Meanwhile, on the local government level, where most development projects go, there have been no elected officials for almost a decade. Al Jazeera's Subina Shrestha reports from southern Nepal.
